The following table summarizes how Premier McGuinty’s campaign promises have been either broken outright or “fulfilled” with the implementation of further unnecessary taxes, breaking his infamous “no additional taxes” promise.

Placed a disposal tax on tires of $5.84 per tire (he called this an “environmental fee”). Also established a new body called the “Ontario Tire Stewardship” which costs $22 million annually to operate.
Balance the Budget every year of Liberals’ mandate

McGuinty Liberals predict that the budget will not be balanced until 2017-2018. Currently, Ontario has a record deficit of $21.3 billion.
Roll back tolls on the 407
The ETR increased tolls in 2006.
Fund Medically-Necessary Health Care Services (de-listed eye exams, chiropractic care and physiotherapy
Eye exams cost at least $75 (for an adult). OHIP stopped covering chiropractic services in 2004. Publicly-funded physiotherapy has faced downsizing.
Cap Hydro Rates at 4.3 cents per Kilowatt Hour Until 2006
By 2010, there was a 75% increase in electricity rates since McGuinty became premier; estimates cite costs at an extra $350 annually per family.
“Fixing” the property tax system
Froze property tax assessments for two years, after which rates skyrocketed.
 
Allow all non-cabinet MPPs to criticize and vote against government legislation
Whipped votes on government bills (even those that were not part of the party platform).
Provide autism treatment beyond age six
No funding provided. Appealed a court ruling that ordered provincial government to be responsible for funding treatments.
Reduce Auto Insurance Rates by 10% Within 90 Days
Auto insurance rates increased; the average insurance rate in the GTA increased from $1,229 in 2007 to $1,917 in 2010 (an increase of $688). Ontario has the highest auto insurance rates in Canada.
Stop School Closings
The 2009 People for Education Annual Report on Ontario’s Public Schools cited 146 schools as closing or recommended to close.
Provide Adequate, Multi-Year Funding for Hospitals
Costs are skyrocketing while the healthcare system suffers from doctor and nurse shortages and long wait times.
Close Coal-Fired Electricity Plants by 2007
OPG plans to phase out coal plants by the end of 2014.
Build 20,000 New Affordable Housing Units
According to the Ministry of Municipal Affairs and Housing, only 10,577 units were built and occupied by 2010. 15,060 units are occupied, under construction, or “planned.”
Spend "Every Penny" of the New Health Tax on Health Care
No transparency provided to back up these claims.
Hire 8,000 nurses by the end of 2007
Hiring never happened; nurse shortage continued.
Hire 9,000 nurses by 2011-12
Finance Minister Dwight Duncan announced in his Fall Economic Statement on Oct. 22, 2008 that the Ontario Government will delay the hiring.
Help businesses stay competitive--eliminate capital tax and reduce provincial property taxes on businesses
Business tax increases; According to opposition leader Tim Hudak, the McGuinty Liberals have raised corporate taxes by 75% since coming to office.
Reviewing the health-care premium/addressing voters’ desire to repeal the health care tax
Admitted that the health-care tax is “here to stay.”
Put an additional $1.6 billion into education
Cancelled the tuition fee freeze
Tuition increases as high as 36 percent over four years
Annual tuition increases are estimated at 5% or $861 every year
Allowed colleges and universities to charge hundreds of dollars in illegal ancillary fees to students
